Select the right vendor, on the record.
Budget blowouts are usually sown at selection. SelectGuard runs the whole procurement, from requirements to award, and hands the winning candidate straight into a managed contract, so selection and spend share one unbroken audit trail.
How a procurement runs
Six stages, each with its own record. Nothing is re-keyed between them.
Step 1: Define
Create the procurement against a domain. Its assessment is seeded from the library's default weights, so you start from a ready-made requirement set rather than a blank spreadsheet.
Step 2: Market scan
Every platform in the register is scored against your weighted requirements: weighted fit, must-have gaps, should-gaps, and unknowns surfaced as open questions.
Step 3: Shortlist
Move candidates between longlist, shortlist, excluded and selected on a candidate board, with the reason for each move captured for the probity record.
Step 4: RFP
Invite shortlisted suppliers by single-use link to a tender portal where they read the request, ask questions and submit one response.
Step 5: Evaluate
Set weighted criteria, capture 0 to 5 panel scores with moderation, and read the NZ weighted-attribute result for each response.
Step 6: Recommend and award
Record the recommendation and, in one action, turn the winning candidate into a managed contract with the budget carried over.
Where each stage runs today: define, market scan, shortlisting and the stage tracker are in the web app. Tender invitations, clarification questions, evaluation scoring, the price reveal and the award handoff run through the REST API, the MCP connection and the command line, with the same audit trail.
What you get
Weighted requirements library
More than 800 requirements across seven domains, each tagged must or should with a default weight and its source on record, shared across organisations as reference data.
Platform register and scorecards
Vendor platforms scored against each domain. Coverage is computed only from verified ratings; unrated requirements show as unknowns, never as zero.
Stage tracker and candidate board
Define, market scan, shortlist, RFP, evaluate, recommend, awarded, handed off. Every move is audit-logged under the acting user.
Supplier tender portal
Single-use emailed links, sixty-day expiry, one response per supplier, accepted only while the tender is open. Suppliers see the public description only.
Equal-information Q&A
Published clarification answers reach every invited supplier, unattributed. Probity by design, not by discipline.
Two-envelope evaluation
On a two-envelope procurement, prices stay sealed out of the result until an audit-logged reveal.
Government Procurement Rules enforced
Rule 8 is code, not a checklist: a procurement of NZ$100k or more is rejected unless economic benefit to New Zealand carries at least 10% weight, and the check runs again at handoff.
Panel scoring with moderation
Zero to five scores per criterion, a moderated score that overrides the raw average, and unscored criteria surfaced so an incomplete evaluation is never mistaken for a low one.
Award becomes the contract
The platform is mapped to a vendor, the agreed budget carried over, the recommendation linked, and direct appointments recorded with a justification.
The requirements library
Genericised from real New Zealand procurement workbooks and shared across organisations, so a selection can be run against a ready-made set. The same library is available through the API.
